In our culture, TV--above all--dominates literacy. The authority of literature--if not the number of readers--has declined. But books need readers as well as publishers and writers. Literacy is a form of authority, it is not just a skill. There are desirable forms of literacy and empty forms. Writers, of course, are readers as well. When I taught creative writing I didn't produce writers, I was really teaching reading.
